He should be--if I remember right, Gail described this guy as "James Bond without any of the good qualities.""
Oh, so he's the Ian Fleming book version?

But none of the film versions ever said things like "All women secret enjoy being raped". Or expresses suprise over a black guy being an intelligent supercriminal/spy.

World War Two History Buff Coming Through!
It is amusing how much people from popular culture were involved with British intelligence during World War Two. As well as Fleming, Roald Dahl also worked for them too at some point, and his job consisted of sleeping with the wives and girlfriends of influential Americans so their they could nudge their SOs into supporting the War on Britain's side. For serious. This was after Dahl became famous as a RAF pilot.
Another less... skeevy example would be that of the Greatest Man Alive: Christoper Lee. He was part of the secret British spying group during the war that was first sent to Finland to help them fight the Soviets, and when the USSR came onto our side, he was transferred to Egypt to fight the Italians and the Germans. A lot of his missions are still considered top secret and unavaliable to the general public (and considering some of the stuff that has reached the end of its term of secrecy by this point, that's saying a LOT), but if we believe what the man himself has to say, he got up to something a bit more visceral than sleeping with American millionairess' and having dinner with FDR (which Dahl did).

Other interesting Lee facts: he's a direct descendant of Charlemange, reads Lords of the Rings once a year, and is both a fan of the Discworld novels AND heavy metal. Oh, and he can sing.

And the "Bitch is Dead" line from Casino Royale was the Daniel Craig version of Bond attempting to sound like he did care that his girlfriend, had died. Which he very much did, and Quantum of Solace revolves entirely around how much he was affected by her death. And bear in mind, in the previous canon of Bond movies, he got over the death of his WIFE in the pretitle sequence of the next film and carried on as normal afterwards.
Re: World War Two History Buff Coming Through!
As for the line--I only say that because I heard that was a line that was taken from the novel, and the course of the novel was somewhat similar to the movie once we got to the card game.
