There's whoever impersonated Joker in the opening scenes,
the other henchman at the Gordon abduction,
the doctor who treated Barbara,
Colleen Reece, the woman who found Barbara,
the 3 guards at Ace Chemical Processing,
and possibly some of the freaks at the carnival haven't been used yet.
After that we're (hopefully) done.
