Being smart doesn't necessarily mean he's able to be eloquent or improvise clever things to say. It's not as though one of the trademarks of the character for the last 50 years has been his witty banter during fights or anything like that.

I suspect that isn't really Al Gore and Peter knows it (I have read comics before, after all). Otherwise, it's pretty inexcusable, even if I didn't like Al Gore, which I do.
