Also, did Tim kill Solstice in that last panel or something? I see him holding a batarang behind his back and then he's walking away while she holds her chest...

Yeah, the batarang surprised me, but I think that it was supposed to be that he was prepared to use it on Solstice if she interfered with his mission (Which is bad enough all by itself), she didn't, so he just left her. The art could be clearer to be sure.
