You're being a little sapient-mortal-centric there perhaps? :) From the POV of a cosmic entity which transcends humanity by countless order of magnitude, quite possibly they don't.

Oh, and bear in mind the D'Bari weren't destroyed by the Phoenix directly. They died as a side effect of Phoenix eating their sun. She had no malice towards them, she just didn't care about them. (Which doesn't excuse her of course, but...)
