Date: 2012-04-08 12:43 pm (UTC)Not really, in MU genetics it's perfectly possible for a mutant to give birth to a non-mutant (Graydon Creed being the most famous example, but Davis "Slipstream" Cameron would have remained a latent mutant had Sage not used her powers to forcibly activate his) and Inhumans are born without powers until Terrigenesis.
Quicksilver wanted to expose her to the Mists as soon as her human status was confirmed, when she was still a babe in arms, but Crystal was against that because IIRC A) it was unknown was the Mists might do to a human with latent mutant genes and B) she was disappointed that Pietro seemed to be implying that he could only love a child if it had powers.

The mists only mutate them further, and when regular humans use them it ends up being lethal.
