While I'm reluctant to call people camped within the territorial waters of another country a "sovereign nation" they do lend a whole new meaning to the term "superpower".

I'm really bugged by the real life legalities of such things, but Marvel has repeatedly referred to Utopia as its own sovereign nation. I think it helps that Atlantis, which has been its own country for decades now, declared its capitol underneath it. I know it's kinda messed up, so I guess just assume all of that legal crap happened off panel.
