It is a fun one, I wish I could say I knew where it came from, but I don't. I also have an abiding fear I'm going to discover that it has some completely inappropriate OTHER usage I'm currently unaware of, but so far so good!

It comes from drug culture. When sharing marijuana with friends, you're supposed to take a puff and then pass the joint to the next person; if you selfishly hang onto it for too long, you're said to be "bogarting" it. Supposedly, it's a reference to the fact that actor Humphrey Bogart always had a cigarette dangling from his mouth, but never seemed to be actually smoking it.
