Like the Chameleon's old look, I imagine it passes for some kind of base form that he can attach the masks to - easier than trying to mold someone else's features to his face. Doesn't really explain why Tony or one of the others couldn't detect the tech Spymaster must be using.

Maybe it's inactive while he's incognito. You don't technically need any advanced electronics to make a mask with breathing holes.
