Yes, Cass might be a smidge older than them, and Steph definately was, though in her case I think that she was dead at this point.

I'm pretty sure when they first met in NML, Tim is both impressed and slightly scared by the fact that she is younger than he is, but is so much more serious and skilled than he is.

It wouldn't surprise me if things shifted a bit, the way the portray goes I tended to peg her as older.

I thought they were about the same age: ~14 during No Man' Land, with Tim being maybe a few months older. Tim was substantially more experienced as a vigilante (we will all very carefully not consider that Tim's 14th year lasted over 9 years IRL, and unlike Dick's early years, stuff happened in order during that "year" of Tim's life), but Cass had (and still has) a great deal more martial arts skills, and probably more combat-in-general skills.

Technically no one says they DID drink. They could be referring to her falling asleep at the party instead of having the stamina to party all night.

Probably, but looking back on high school being underage never stopped most people from drinking. I'm peg them at maybe 15-16, and I know a good number of people who started drinking at around that age.
It seems to me that Tim would be far too uptight to drink though, even with his friends.

Well, kind of. They're both definitely under twenty-one, the legal drinking age in the US, where they're broadly based. However!

A) Seriously, that rarely stops anyone with the intention of drinking. It can make it more difficult, but when you can fly to any number of areas where the drinking age is practically, if not legally, "Old enough to see over the bar," to get supplies it suddenly gets a lot easier.

B) The party, apparently, took place in the Fortress of Solitude, in Antartica. I have no idea what the legal status of the FoS is in the DCU, but it's probably not under US jurisdiction.
