Date: 2012-10-18 04:03 pm (UTC)Technically the Phoenix itself is to blame, since it wanted mutants back for some unexplained bullcrap "evolution" reason. Hope and Scarlet Witch just stabilized it enough to keep it from killing everything on the planet in the process. People are becoming mutants because the Phoenix Force was spread out to all of humanity.
But a dead cosmic force doesn't make nearly as good a target of blame than the guy whose been pushing the Mutant Revival cause for years.
