I dunno (Who can keep track these days?) It's the old Kon Superboy outfit, so one or the other is out of synch.

Fair enough regarding SB's outfit, and whether Wally/Bart is mean to be one char or the other I can't say since I'm not the artist, but the inspiration for the outfit, I'm 99% sure, is New-52 Bart. Unless the artist labeled it as Wally, I'd go with Bart.
