he wasn't a Captain Marvel analogue. He was the character DC considered creating as their first black superhero.

ah, my mistake. I thought that since his powers came from using a magic word that he was patterned after Captain Marvel.

Nope. Possibly influenced by him, since the original Black Bomber idea, as I understand it, had him changing against his will, but he's a real 70s concept (who was scrapped, and replaced with Black Lightning).
