Aaaaand, here's the context. Or the setup, anyway. The plot could pretty much be any characters, and it's... well it's Bob Haney. Really long, all over the place story. Ghost of John and Martha, Superman stands in as newsman for Clark, Batman visits a geek show, etc., etc.
Lots of it revolving around 'New Metropolis'. Anybody know if it ever showed up in another story?

Clark's 'freed the slaves' comment/joke about salary what? Bruce's: 'siphon off excess population' what?
Also: Ever hear of urban sprawl, 1976 World's Finest Comic?

Clothes. In a pool. Look like 'a guy struggling to swim'. Okay.

Even the crazy bananas line is overshadowed by Clark's slavery joke in the same panel as Bruce planning to skim off "excess population" and ghetttos like so much foam off a glass of beer.

I think what he means is that the current city is overcrowded, and they need an addendum to it in order to contain all the extra people. They're having a real estate crisis, basically - so Wayne's solution is to simply add more real estate to the city, thereby allowing people to spread out more, rent prices to drop, etc.

An unfortunate aspect of Batman's history is that for many years, his unofficial title seemed to be 'protector of the rich people and their easily burgled mansions'. Sure, crooks robbed payrolls and museums and so forth, but it seemed like two thirds of the booty that the Joker and Co. went after was located in Mr. Vanderwhatzis's private safe in his fifteen-story manor house, or his yacht, or in the purses and round the necks of the guests attending his cleverly themed parties. Poor people seemed to be entirely ignored in the Batman books for many years, except as picturesque background detail or as a cheap bit of pathos. So it's hardly surprising that the ghettoes of Metropolis are far from Bruce's first concern - no mansions to be robbed there, after all.
