There isn't any explanation for how he got his memory and speech back. Not yet anyway. Well, outside that it happened recently and that it was hard. There is an extended flashback to his origin though, so the memory thing smells like plot point.

He got his speech back in Jeff Parker's Thunderbolts run... but I don't think he remembered being Ted and his speech tended to reflect on the listener but he doesn't sound very "Hollywood" here.

This was pretty fun! Somehow you can tell Stine is very much set in his ways (Man-Thing wisecracking all the time makes sense), and yet it transitions well into comics.

Part of it is that, though I do think that in some ways Stine is trying to mimic the horror comics that shaped his childhood, particularly in the hammy third person narrator and the back-up story where an evil man receives cruelly ironic punishment.

Though the choppy dialogue is probably "novelist trying to write in comic format" syndrome.
