First, a cab driver is rude to her.

She gets arrested for this stunt, though she does break the handcuffs with her Amazon strength.

Anyway, bad guys capture her and Wonder Woman:



Remember that the next time you have two Amazons in captivity, guys: if you chain them together, they won't be able to break them!

I think she probably means something like 'if one of them tries to escape, she'll have to take the other one with her, which will make a noise, so then we plug 'em'. It's the same general theory that's behind a chain-gang.

Probably. Just seems like a really awkward way of saying that, to me.

Also it seems to me that two women chained together won't make very much more noise than one women in chains. As opposed to an entire chain gang, anyway.

But they're chaining together their ankles as well, aren't they? It's a bit difficult to move in leg shackles without them clanking and clinking together.

Absolutely not.

She's silly, cracked-out, whimsical, fundamentally happy and has a measurably positive impact on the world around her. Do you know what happens to characters like that in modern comics? This happens (http://i31.tinypic.com/oiawyo.jpg). Is that really what you want for Wonder Woman?
