Worse than that, did Brad have some kind of grudge against Firehawk?

In ID Crisis, he described her as some rookie who had to be kept from tripping over her own two feet. She threw down with the freakin' Anti-Monitor!

Drafting Firehawk would have made the lineup so much more interesting (once they resolved her OYL status). Instead, nope, let's add Arsenal and a bunch of the Outsiders.

During Crisis on Infinite Earths, the Monitor gave Kimiyo Hoshi superpowers to help out. She just chose to be Doctor Light, and... well, that was that.

(There might've been a retcon that Arthur Light and Kimiyo's father shared a history of some kind, but not sure about that one. Certainly, the Old Father's Wikipedia doesn't say they do.)

Well, at the time, they probably never suspected the villainous Dr. Light would be turned into a murdering rapist. Since the villain Dr. Light was a relatively obscure Teen Titans villain, maybe they thought villain Light would just fade out of memory and the only Dr. Light would be their new hero? It is a weird choice.

He wasn't that obscure, though: he was a regular adversary in Marv Wolfman and George Perez's Tales of the New Teen Titans, which had been DC's most popular title for years (and was the reason DC drafted Wolfman and Perez to do Crisis).

Here's the even weirder part: a couple of issues before she shows up, the Monitor tells his assistant to "get me the file on the new Dr. Light. It is time for me to create her!" So if we're to try to follow the crazy logic here, it wasn't Kimiyo's choice to be Dr. Light: the Monitor just decided to save everyone some time by dressing her in the Dr. Light costume and mentally suggesting she call herself "Dr. Light" (despite the fact that, at the time, she spoke no English).

At that stage of the game, the original Dr. Light was mostly just a goofball, one of those self-important villains whose power greatly exceeded his courage and planning skills, and it wouldn't have been terribly believable (even by the... relaxed standards of believability we're dealing with here) to stick him in the role the story needed.

Odd as it all is, Kimiyo's still an interesting twist on the idea of the "legacy hero," and was probably influenced by Monica Rambeau taking on the name of Captain Marvel a few years earlier, despite having no connection whatsoever to the prior Marvel character of that name. (Their costumes were somewhat similar too.)

This is all very strange and I'm gonna need someone to directly question the original creators on this.

Because... it could have been interesting! But it wasn't even played with, just done and then not really acknowledged in a straightforward way. Why would a hero take on a villain's legacy, yeah she didn't know at the time, she would have found out later though.

Though, I like it enough that i hope they continue to keep these two characters sharing the same costume and codename forever. Hopefully a good writer will utilise it one day.

I'm sure there's an entirely platonic reason why Superman carries around a posed glamour shot of Batman looking as rugged as possible on a Gotham rooftop. (Shot at night, no less! Imagine how many generations of Robins were called in to simultaneously wield shiny umbrellas and diffuse the flash for that shot!)

And I'm also sure Clark didn't whip out that particular photo just because all his other Bruce selfies are NSFW.

So when Hal doesn't want a bad guy to push a big red button, his only recourse is to ask him not to push the big red button? Between this and Kyle punching Deathstroke, I'm not sure Meltzer realizes that power rings let you do stuff at a distance.
