Yes, but on and off, not consistently. For every story that played up that aspect, there were two to forego it because some writers preferred to write about a generic evil organization without that baggage. I think that's the key.

When writers did jokey characters like Bob, Agent of Hydra, certainly most readers didn't view it as they would a character named Bob, Lovable Comedy Nazi.
