Things fell apart quickly.

The fear, the panic, the riots...

There was no police force that could handle the wave of chaos and terror that had gripped the world.

The heroes were gone, leaving us behind.

We had trained our entire lives to fight.

Having read the entire thing now... no. No, it does not. There's practically no world-building, for one thing. This is a world where the United States conquered the world in WWII, but you don't find that out until issue 7 when the story flat out tells you that.

How? Evil Captain Americas mentions being president of the Global United States, but where did you pick up that it wasn't just created in the wake of the heroes disappearing?

In issue 2 he say "When I was a young man I donned the identity of the american spirit so that I could protect my nation from the threats of tyranny and fascism that were reaching out from across the sea. And as the first president of the Global United States I have sworn to uphold that fight.

The evil we face is no less a threat to the american way of life than was the nazi menace of 1940s."

It just makes sense in a cause and reaction kind of way. United Global States in response to the fascist overseas threat.

Interesting, I assumed his mention of being the first president was an indicator that it had been created recently, not that it meant President for Life - presumably in response to the vague heroes disappearing disaster. It's also odd that he became president as a young man.

Yes, in real life people one would have to be 50 to become president. I believe only JFK was around 44 and Obama 48 when elected.

Yes, possible, but it doesn't happen, especially as young as American Spirit. I just google searched and Roosevelt was the youngest at 42.
