The thing I'm most impressed about in these scans is that someone finally gave Tigra a costume.

That's not a knock, I don't have the mad hate on for this story a lot of people do. It's just Tigra was *really* overdue for an actual costume.

They finally developed a material that was comfortable over fur, I guess.

That was always her excuse in the past, anyway. Can't say as how I blame her... you have to figure most hero outfits don't breathe all that well to begin with... then add fur to spandex or leather. :) Same reason as why Beast-the-Elder rarely wore a lot of clothes during his furry days. (Like the "classic" monkey-Beast from the 70's and '80s who wore trunks and that was it...)

The monster cap sics the Hydravengers on sure looks an awful lot like D&D's classic capstone beasty, just with tentacle forearms substituted. Cap's wrong if he thinks he can permanently kill that guy, the Tarrasque can only be killed off by a Wish spell, and Cap does not have Dr. Strange on his team to cast it.

Yeah... the Captain America who looks guilty as he leaves Rick's cell, or daydreams about beating up demons while instead sitting in a cabinet meeting... SHOULD NOT BE ABLE TO LIFT THOR'S HAMMER. He's supposed to be filled with doubts and misgivings but is considered "worthy"?

I hate comic events written by a dozen writers who literally can't get on the same page.

Unpopular opinion here, but I think this story is awesome and a good way crossovers should be structured.
I think it was a good idea not having Steve been brainwashed but instead altering the timestream - a very comic-y way of metaphorically rasing the question how he/we would have turned out if born into different circumstances. And it shows nicely that Steve would still have become a hero, but a Nazi hero and these two things tend to clash with each other (as I presume will be Steve's arc during this event).

To me, that's really the last remaining interesting way to show Nazis in superhero comics: The ridiculous goofball villains รก la Hogan's Heroes are tasteless if you think about it, so they may be used for a one-off joke, but can't sustain a big event like this, while the un-nuanced over-the-top evil of the Red Skull is equally caricature and can't sustain a big crossover satisfyingly either in my opinion (Red Skull may be the only big Marvel villain left with a strict FOR THE EVULZ motivation, while Loki, Dr. Doom, Magneto and the like are all much more nuanced). The modern Hydra of Winter Soldier was from my point of view the more interesting villain, since their "order over freedom" shtick is as relevant today as Nazis were when Jack Kirby invented Cap, but then again you could argue if they even are Nazis anymore.

Don't get me wrong, the Red Skull was necessary in his day of wartime propaganda, but nowadays where the evilness of Nazism has become common knowledge, it might be more interesting to explore how good and mediocre people ended up on the side of Nazism. After all, nobody thinks of himself as evil and in fact, many leading or middle level Nazis haven't been psychotic masterminds but quite ordinary people - which makes it even scarier in my opinion (Hannah Arendt described this as the "banality of evil"), but also holds relevancy outside the Golden Age of Comics. Granted, supervillains are the opposite of banality and ordinarity, but this makes questioning the genre more fun. And therefore, the incarnate evil of the Red Skull isn't as fit for this as Steve Rogers, who is both a Nazi and a hero, even has some points, but ultimately is in the wrong and will be forced to choose between Nazism and heroism (other examples of good Nazis include Renate Richter of Iron Sky and, another well done comics example, Grant Morrison's Nazi superman of Multiversity, both ultimately choosing heroism over Nazism).

TL;DR: To explore questions of white, gray and black morality, innate to the superhero genre, a multi-layered deconstruction of the popcultural embodiment of black morality is a promising idea.

Counterpoint: this story is bad because it doesn't explain why Steve Rogers is a Nazi, and it doesn't explain anything about the appeal of Nazism. As we see in the scans above, Steve's first instinct is to pardon rebels, to offer forgiveness, to say to world-destroying monsters: 'just leave and go back home and all is forgiven.' So why institute a brutal fascist regime when he doesn't even want to punish enemies of the state? Why'd he build a government that's the opposite of how he wants to govern?

This is worse than the Red Skull, because at least the Red Skull is evil because he likes being evil. Steve is a Nazi for no reason at all, just because.
