It is, yes! It was first revealed in Ka-Zar the Savage vol.01:no.34 (October 1984), and elaborated on in Fantastic Four vol.01:no.316 (July 1988). The aliens were the Nuwali, though they were working on behalf of The Beyonders.

The weirdest part is that the Beyonders were paying the Nuwali in gold. Why a civilization hundreds of millions of years old and capable of building a dino land need a steady supply of gold - your guess is as good as mine.

That actually makes perfect sense to me. The Beyonder from the first two Secret Wars is basically a child*. Of course the Beyonders would want a place to keep their dinosaurs.
