Well his powers were differnt, he could become lightning and travel that way. For that matter you could add the black Vulcan rip they used in the JLI cartoon as well.

"Okay, the Ultimen were a parody of the Superfriends, and Juice was the group's Black Vulcan, who, like I said, is just a ripoff of Black Lightning."

I don't see your point. When I say that "most Black heroes that have lightning powers are just Black Lightning with another name" I'm not being insulting. I mean it literally. I mean there is a large number of characters that are LITERALLY "we either couldn't or didn't feel like paying the money to get Black Lightning, here's a character that's blatantly him in a different costume."

There's also Thunder (Jeff's daughter but her power isn't electric, Lightning (alex ross's creation jeff's other daughther whose power is electric) and JJ Thunder (who has a 5th dimensional imp, but because their apeing his Kingdom Come design, has him seemingly manifesting electric powers on every JSA cover he's on)
