That was Al Hartley, not DeCarlo. In 1962, Hartley hadn't started working for Archie Comics yet. He would five years later, when he became a born-again Christian, and the family-friendly (but not specifically Christian) Archie publisher was the only one he could get work with (after Marvel let him go when he opted not to draw the racy strip "Pussycat" for them anymore) and with which he felt comfortable working.

I emphasize "not specifically Christian" because in fact when he started inserting his beliefs into stories he wrote, Archie Comics told him to cut back on that. Not wanting to jeopardize his relationship with them, he cofounded Spire Christian Comics and asked Archie president John L. Goldwater if he could license the characters for it. The resulting "Christian Archie" comics were then promoted and published completely separately from Archie Comics itself, while Hartley continued writing and drawing secular stories for Archie proper.
