Well it was often implied they didn't have much of a say in the matter. Also uhm the Greeks had interesting views on the place of women and it shows in their myths.

Also, in at least*some* of the cases it is implied that he just used the animals as a way to get close and then resumed human form. Eg. with Danae and the golden rain he first rains in, then starts chatting with her, which seems to assume he was in human form.

You have to wonder if this behavior by the gods was partly inspired by young women getting pregnant (oops) and, when asked who the father was, quickly said, "Ah... it was Zeus! Yes, that's it. He came in my door as a wolf and ravished me." This way she wouldn't be forced to marry the real father.

A lot of cultures have this folklore about women getting pregnant by sleeping out under the full moon, or eating taboo food or something. It might be a way to deflect blame.

There's an urban legend about a young girl who was wounded by gunfire on the outskirts of a Civil War battle. She eventually showed signs of pregnancy, even though she swore it was impossible. It seemed a bullet passed through a soldier's testicle and into her, bringing some sperm into her body. I don't know if anyone believed this or if it was a "Oh come ON!" story, but it's in several books of folklore.

I have met a person who believed that a woman somewhere swallowed tiny octopus eggs while swimming, and a baby octopus started growing in her stomach...

I think so, they covered the swallowing octopus eggs story, too. I used to love that show, but I don't take their results as final because they sometimes overlook possibilities.

There's also the implication that Frigga just sighed and looked the other way at Odin's wandering eye. Whereas if you did give in to Zeus' charms, odds were you (and your family, and maybe the whole city you lived in) would get serpents and monsters rained down on you when Hera found out.

While Zeus was depicted as quite a bit more charming and handsome, NO ONE is a good enough lay to be worth all that.
