Joe Chill wouldn't have killed his parents if they hadn't been mugged. Selina's taking a lot on faith here. What happens when one of these cat burglars stumbles onto someone they can take hostage and make even more more money than stealing from them by ransoming then
Or what if someone decides they learned enough from Catwoman and it's time to take over the organization she's creating.
So the motivation to not commit the wrong crimes is that they risk being punished for it? If they break the rules, someone in an animal costume will beat them up?
How is that any different from the incentive the henchpeople already have to not commit crimes?
Far *less* people being beaten up by someone in an animal costume, because those who were working for people like the Joker simply out of financial desperation will be happy to be able to pay their bills without a Bat giving them a concussion.
And what if this guy isn't stupid and works to convince the rest that Catwoman is holding them back? What if there is no "rest of the club" anymore? Then there's just Batman. And once Batman has dealt with them, they'll eventually get back out and be in higher demand from the big bads due to their greater skill set.
That's small thinking. What if one of them becomes a serial killer using Catwoman's training to break in, kill, and leave without leaving a trace? What if they go even further than that? That will be on Catwoman's head.
And keep in mind that in some continuities Chill wasn't simply a mugger; the killing of Thomas and Maryga Wayne has at times been depicted as an assassination merely disguised as a robbery-homicide.
