So the motivation to not commit the wrong crimes is that they risk being punished for it? If they break the rules, someone in an animal costume will beat them up?

Far *less* people being beaten up by someone in an animal costume, because those who were working for people like the Joker simply out of financial desperation will be happy to be able to pay their bills without a Bat giving them a concussion.
And what if this guy isn't stupid and works to convince the rest that Catwoman is holding them back? What if there is no "rest of the club" anymore? Then there's just Batman. And once Batman has dealt with them, they'll eventually get back out and be in higher demand from the big bads due to their greater skill set.
