And his whole shtick of being connected to that awkward period in which Xavier worked with the FBI, and his using of confiscated villain equipment.

He wasn't the worst character introduced in that year's annuals, that's for sure.

This is really quite good, especially for '90s X-Men. Interesting character writing, solid dialogue, and the visual storytelling is striking. That page of Wyngarde staring up at the ceiling of his hospital room as the perspective slowly pulls back is especially well done.

X-Cutioner had an interesting concept with some real potential.

As shown when Kate Spencer came in and grabbed his shtick of "Member of the Justice System Who Uses Confiscated Super-Tech to Become a Lethal Vigilante and Also They Have a Blasting Staff". Of course, she did it with a better costume.

If Bishop's eyes turned green at some point, he'd have the eyes of a traffic light.

Does anyone in comics have that sort of power? Their eyes change from red, yellow, and green as they stop, slow, or resume either people or the general flow of time?

Yes, I think I actually owned that issue back in the day. It was also when Jubilee met Kitty Pryde for the first time, if memory serves. And for whatever reason, Illiyana was a child again. Reverted back to before she was kidnapped by Belasco or whatever.

Yep. As I recall, that was when Xavier named it the Legacy virus. Not sure if it was the first time Jubilee met Kitty, but probably among the first, as Kitty was hanging with Excalibur at the time

I'm almost sure it was the first time. There was friction between them as Kitty used to be Wolverine's favorite and now Jubilee took her place or something. Well, it was mostly Jubilee who had the issue.
