Now Marlene has been driven mad by the spiked water.

We never actually find out why these guys are releasing hallucinogenics into Chicago's water. Like a commenter said, probably employees of Nestlé.

Moench used to be a writer on one of the Batman books, so I can't help but these guys are escaped Black Mask goons.
