Wally making costumes out of the Speed Force would explain why Jesse is showing so much leg...and cleavage.

Yes, I know the new costume meant to be reminiscent of her days as a Speedster (plus being evocative of her former identity of Liberty Belle) but her costume then resembled more of Cartoon Raven's with her torso and her arms (half) covered but her legs being the most exposed.

I assumed she was wearing yellow leggings rather than being bare legged, and it's just not clear from that panel.

I think that's her bare legs since it's in the same flesh tones as her face.

I thought she'd just been abusing the body paint pants like Jay, but there's a seam/line on her hip.

That just ratcheted down my opinion of that costume a whole lot.

I think you mean, there is no seam line along her hip, I don't see one.
