From Flash 80-Page Giant #1.

The title to this story is a reference to one of Dr. Seuss' earliest stories, The 500 Hats of Bartholomew Cubbins. It is NOT my fault that I immediately associate a saintly name with hyperactive teenaged boys!

So Bart's class is on a field trip to what I think is a breeding center for lab animals. Carol picks up on this and starts complaining about their usage in cosmetics and product testing and all that, and the scientist sheepishly mentions that they're used for intelligence tests.

Meanwhile, Bart's in his own little world and wanders off to some cages where the mice are kept, accidentally unlocks one, and the mice dash off to the computer, and, in his words, are "Accessing the computer's mainframe? Well, there's something you don't see everyday..."

The culprit, not that he'll ever find out:

Side note: love the lieutenant gorilla's "wtf?" face there. Probably not meant to be such, but I like it anyway.

Next morning, some government(?) employees (military?) are in town to pick up the mice. The scientist from yesterday's field trip escorts the two in...except the mice are gone!

Max and Helen are watching news coverage of this on TV. Max wakes up Bart (who is a bit disgruntled from being woken up so suddenly), who dresses up in normal clothes at super-speed while basically repeating what Carol said on the first page of the story (which isn't posted).
Max: "Get dressed."
Bart: "But I am..."
(guess who's in their superhero costume!)
Max: "Now."
Bart: "Oh..."


They screech to a halt when they see that the animals (a mix of mice, rats and rabbits) have planted themselves all over Manchester! Very funny faces here - Bart pulling his hair and Max looking up and saying "Are you there, God...?"

Max: "All right - here's the plan. We're going to round up all of these mice and rats and rabbits and contain them in the old abandoned water tanks behind the school. Then we can-"
Bart: "But, Max, I'm telling you - these are different, they're smart and-"

Needless to say, Max doesn't believe him at first.

So they race around everywhere to gather all the animals:

Now that they've gathered everything, Bart asks if they're going to return them to the animal husbandry.
Max: "No, Bart - your two little friends here -" (Max is holding two rats in his hand) "-showed me that maybe you've got something with your 'smarter than the average mouse' theory..."

There's a very pretty close-up of his eyes at this point, but that's neither here nor there.

He runs around the country, filling pet stores with these meant-to-be test animals. The owners didn't know that, and are quite shocked when they see the animals, who weren't there last night.

Final page:

Oh, Bart. Saving the world and never finding out. Also, Pinky and the Brain ref! (well, I only know about that show because I've seen bits and pieces on other sites, but I do know the very basic gist of it)

Going off on a tangent: not including profiles and encyclopediae of any sort, can anyone recall where Bart's full name is actually mentioned?

Have to say I liked the one in PAD's Hulk run, where IIRC, the rats belonging to the Leader were more than a little familiar, especially the one with the oversized cranium.

Wait, so... am I interpreting this wrong, or does Bart actually LOSE the sack full of bunnies after sprinting off? I mean, there's over half a page of him gatherin' up critters and stuffin' 'em in a sack, and then he starts running, and suddenly - no sack! What happened to the sack?

I'm thinking it had to have been mentioned early on in The Flash series where he debuted. I dunno if you know that he's named after Barry so he's (Bart) a 2nd.
