Agreed. Strange should be Bruce's Professor Moriarty. He kind of already is, from the way he's been used in the past, but he doesn't get the acknowledgment that he deserves.
He should have been in the Hurt role in BATMAN R.I.P. Unlike Hurt--a nobody, no-name character who emerges amid pomp and self-promotion to pretty much do nothing--Strange has long ago earned his threat level. AND using Strange would have been a much better way to tie together Batman's history, as Morrison seemed to intent on doing.
But no, much better to create the "ULTIMATE BATMAN VILLAIN" out of a nameless doctor character who appeared in one or two pages of "Robin Dies at Dawn!" rather than, y'know, actually using a guy who was essentially Batman's first arch-nemesis, who actually has a history of doing that sort of thing.
