Mild warning, their version of Two-Face is a homage to the Dark Knight version
From what I can gather, after the events of the previous game, Warden Sharp got the credit for Batman defeating the Joker and used it as a platform to get elected Mayor of Gotham.

Due to the destruction of both Blackgate prison and Arkham Asylum during the previous storyline, the new Mayor has decided to move the patients and criminals into a walled off and heavily guarded slum of the city, where they'd presumably be out of sight and out of mind for the Norms.

Anyways, Selina, Harvey, Talia (played by Stana Katic )and Mr Freeze (played by 'Pinky and the Brain' and 'Futurama' actor Maurice LaMarche) have all been confirmed to be appearing, but in the teaser trailer they also hinted at the Penguin and Black Mask appearing.

Anyway, here are some pictures, with some more behind the link,

Presumably Selina is overheating in her costume, and undid her top to let her skin breathe.

Interview with LaMarche,

EDIT: Just found this picture of Arkham City Harley, it's kinda big though, so it's a thumbnail,

For legality, here's a Darwyn Cooke picature of Selina,

Which is comparision to Adam Hughes', in which she never has her top done up, even though she never ran around with it open in the actual issues,

Need I remind you that he once wrote an entire issue in which Poison Ivy - lacking any dignity at all - is symbolically raped by a haunted tree? That his characterisation of the new Ventriloquist was for the most part a characterless "dumb blonde" used as a service to Scarface? That he's been the principal writer of Gotham City Sirens, widely condemned for it's shoddiness of writing regarding it's principle female cast? And apart from all that...when do any of his female characters ever had anything good happen to them? I can't think of anything he's written that matches, say, Paul Cornell's development of Spitfire and Meggan, Warren Ellis' take on Elsa Bloodstone, or even the recent Supergirl and Batgirl series.

I mean, obviously I don't know the man so I can't make character judgements, but I am inclined to lower the bar of expectation for treatment of female characters if I see his work - same as I expect a lot of snappy dialogue and short sentences in a Bendis comic.

No disagreement on the "Harvest" issue (I think it was called), which was offensive on several levels, but I never once saw Peyton as a characterless "dumb blonde," but a dangerous, calculating, unhinged character.

GOTHAM CITY SIRENS' biggest fault has been that it's boring and aimless, with the exploitation aspects more due to the art than the writing.
