Especially since the first arc of the current Flash series showed a 25th century that's distinctly different than what was shown at the time. One that has a law-enforcement system that not only allows, but engages in using time travel to interfere in the past.

Which is such a mind-bogglingly wretchedly BAD idea that I can't believe anyone running a long form narrative could ever consider it to be worth the hassle. Doctor Who gets by it by following the events from the point of view of the "disruptive influence", but to have a team dedicated to changing their own past is surely temporal suicide.

No argument there. It's why I generally hate time travel. (Love Doctor Who, love Booster Gold, tolerate time travel in Legion (but prefer when they don't use it)...beyond that it tends to make my jaw hurt from the 'that makes no sense!' tooth grinding. The Flash arc in question, for instance, bugged me a lot.)

The big problem I have with time travel is most fictions can't pick a model of time travel and stick with it! Causalital or not, or what have you.

I got the feeling they were theoretically in favor of it, but never got around to attempting it till they showed up in Flash, then they realized it was a potentially bad idea.

considering some of the various ideas we've seen in the 25th century of the DCU I think the US must not exist as a single entity, to allow for the massive differences in cultures and apparent laaws.
