Maybe "average" was a bad choice of words. More like the everyday heroes, the doctors and firefights and hardworking Americans that represent all the same things Steve is supposed to represent. People who ARE exceptional, but don't get the flashy costume to point it out to everyone.
The average person is not Captain America. Steve is supposed to be an extraordinarily brave and kind person. The average person is not like that.
Cap would probably be the first to disagree with that, I think. He believes, completely and wholeheartedly that the average person CAN be, and many more than one might expect are, though perhaps not consistently.
The likes of firefighters, policeofficers, doctors and nurses are the sort of people he admires and respects for putting others needs ahead of their own, and if he inspires them, then he is honoured to do so.

The costume varients show various vital jobs given a Captain America costume twist. Certain elements--color, the star made by the reflected light, the mask making an A shape--are meant to mimic Cap's costume.
That's the beauty of it, it doesn't matter. Cap is the "Everyman hero", the nobody made good, anyone can have a "Captain America moment" in their lives, and if the world is lucky, many of them do.
Doesn't really strike me on any emotional level, though. Kindof a "thing everyone should know already, that people like this can be everyday heros" schtick that's been done multiple times before. Except with randomly slapping Captain America themes on things.
Strikes me as pretty forgettable, really. Not BAD, but forgettable.
