they didn't send them into fight, they sent them into act as evac, Tigra hates that they had to do it, but knows that all the "adults" are busy fighting the Serpent and the citizens still needed help. They were actin as search and rescue. the Problem is the Nazis (in any generation really) do not discern combatants from non combatants.
i am alittle passionate about this (more than i thought i would be) becaue oif the use of the word Child Soldiers. it calls up very harsh images. X-Men are a comepletely differnet story, they have fought thier entire lives because they are feared and hated... But in this case, no, the Academy kids are not child soldiers. They were sent in with the sole purpose of saving civilians, and were forced, by the circumstances, to defend themselves and thier charges.
Tigra acknowledges that it sucks balls that they put the kids through this... my problem is she expressed it to herself and not to the kids themselves who SHOULD have been the ones to benifite from this.
they taught them to control thier powers, but they did not teach them that when you fight, people get hurt, sometimes they die.... (honestly that should have been one of the things they taught them from day one and i am not sure they have).
But yeah, they are not child soldiers... they are kids who were put in an impossible situation by an impossible situation and both sucked. they were not handed guns, or weapons and told, Go Kill. they were told, go save lives, protect yourselves.

It was the responsibility of Tigra and the other adult Avengers to factor that into any task that the kids were assigned. As far as I can tell, they did not. You don't send evac teams into a warzone without proper military cover, these kids were left in a situation where they had to serve both as the rescue AND the military cover, that puts them into the realm of child soldier IMHO, espeically as they had weapons (Though they are in a special category there as they ARE weapons) and a hostile situation with an aggresive opponent, and no other means of defending themselves or those they were supposed to rescue.
Thats my point too. Its not that they were put into the situation (they'd have wanted to go help anyways if they weren't), and its not that the teacher's dont actually care. Its the fact that they left the kids unsupervised, only came back to check and make sure they were actually physically okay, and leave without consoling or helping them. They really did just neglect their students in an active warzone. Once they got to Dubai, sure, they didn't really have a choice, but until then, they fucked up.

I believe that Tigra said (and i am not sure as it has been a while since that book) they were sending them to where there were no enemy combatants. or where there were few. Also Tigra WAS with them during search and rescue, as were other heroes (Tigra witnessed Metal accidentally killing the pilot) and falcon came in (to tell them all captain america was dead) and then left, so they were not "on there own" they had adults around them trying to provide as much cover as they could.
they were attacked by the Hammer Twins after they were placed "in a safe place" THEN Tigra left with Pym to Dubai. they thought the kids were safe.
so yeah...
my main isuse with Tigra is here, now that there was a Lul in the violence, she should have paid more attention to the fact that they have been through hell, and they WILL acknowledge that once things calm down.

oh yeah i think the adults made mistakes, they should have at least left one sentient adult there to guard them story wise you want the kids on their own, all you have to do is knock the adult out... they should know better than to count on Jocasta (i love her but honey, your a robot... you have an off switch...)
the adult are not blameless, i still think child soldiers is harsh, i also think that while justified, Veil is being overly harsh (though as i said she is not necessarily wrong)
