So, Vandal Savage/Flint has captured and enslaved all those time travelers? I can see how he'd find a Time Lord or a genius like Doc Brown useful, but what use would he have for the Hot Tub Time Machine gang or Marty McFly?

Well they're all from different timelines. Vandal/Flint wants to learn all he can about how history could have gone, the mistakes that were made by the leaders of their worlds. And from them he can learn how to avoid those mistakes.
