I think the excuse was they were only active when Spidey was in close proximity to someone with similar abilities (although that contradicted him using it a couple of times).

Funny how there never has been any explanation for how he lost the post-Other powers considering how BND went out of their way to explain all of the other continuity changes like Harry being alive.
