Flip, during Night of Owls they showed that Steeljacket (a guy who made a bird-varient of the Manbat formula, which gave him such hollow bones he has to wear a mechsuit) is still around too, so that shouldn't come as a surprise, I guess.
Thing is, like the last issue, the team seem to do rather well at appropriating Bat-Villains who haven't entirely flourished in Batman's titles. If Blackman and JHW3 were to do more with Fright, for instance, like they did with Killer Croc? I'd be all over that.
