The Manhunters and Monitors are closer to smallville Earth destruction and their plans of rebooting the universe.

I forgot to ask something - why are the Monitors acting all villain-y in these pages?

Aren't they like the Alfreds of the multiverse or something?

Eh... they fall more on the aggressively neutral/"You are like ants to us!" scale of things a lot of the time. Like in Countdown to Final Crisis they were all "Raarrr, no one should be able to cross between universes except us!", killing Duella Dent as a result due to her apparently being a refugee from Earth 3 (the one with Owlman, the heroic version of the Joker etc.). Or in Final Crisis they didn't see the individual value of the inhabitants of their respective universes, as they were do advanced on the cosmic scale it would be like us being concerned about the fates of individual atoms.

They aren't like Darkseid level malicious, but they largely aren't out to actively help people either.

Though a lot of the time people seem to confuse "beyond our comphrension" with confusing and contradictory writing. Hence a lot of the Countdown related Monitor stuff, like one hiring Dark Angel to hire Cass Cain to "test" Supergirl for some reason I'm still confused by some decade or so later.
