Justice League 3000 #12: "Another Fine Mess"

Having seen the majority of DC-Nu, I think we need those shackles back on, ASAP.

That's not quite fair, the excesses of the New 52 were due to an excess of editorial interference, not a lack of it. I think Giffen is referring to the loosening up that we've seen within the last year, not the editorial approach that DC has had for the last few years, which to my understanding was quite overbearing.
