This comes from The Vault of Horror #29. In a royal kingdom, the prince is spoiled rotten by his family and is an all-out brat. He pushes the prime minister into the moat and the man tells the king that he should whip his son for discipline.

The king tells the boy's father that his son is to be the prince's royal companion and will have a better life there than he would at home. The father protests but the king has the final say. He promises to let the boy return for Christmas. At the castle, the boy becomes the prince's whipping boy; that is, he is to be punished whenever the prince does something wrong. As you can imagine, the whipping-boy's life is pretty miserable as the prince acts out constantly.

When he returns home to his family, the boy tells them what the prince said about Santa. They promise him that he will receive lots of gifts from Santa, even though they are poor. The father decides to visit the king and ask him to fill the stocking for their son and his response is as expected:

I'm pretty sure that Queen Matilda got tired of her idiotic asshole of a husband and this was her whimsical albeit gruesome means of overthrowing him.

It was a set-up, is what I'm saying. Santa is innocent!

You are not connecting all the dots. Clearly, Santa and the Queen were accomplices!

Luckily, with Santa as a strict but loving father who won't spoil him rotten, Prince Tarby may have a chance at removing the scepter out of his butt and grow up into a decent guy.

And then the entire family was executed for murdering the king because his severed head was found on their premises and nobody believed or even cared about their claims that "Santa did it."

Well, when they discover the king is dead, they're gonna start questioning and searching everyone the king had contact with recently. Including the father of his son's whipping boy who was just there.

I really don't think it will be too long for them tot race it back to that guy. And I can't imagine there is a way he can ditch the head on Christmas day without someone seeing him.

That's assuming the King wasn't so unpopular that everyone decides he died of "natural causes."
