And once again, this whole Evil Monologue falls on its ass because (even without the whole Hydra thing)... he's talking about the citizens of the Marvel universe.

This issue says Hydra!Cap knows he isn't the "real" Steve Rogers and doesn't care. I think. He at least sees Captain America is a separate person.

"Carol is desperate for approval" is interesting. She wants to be worthy did the power she has and Mar-Vell's "code name." And Carol doesn't have the weird "People hate me because I deserve it" thing so many other Marvel heroes have.

I think Hickman likes them at least as much, but he seemed to discover when writing Secret Wars that they're more effective if broken up by actions scenes and dialog between characters.

I don't understand what Captain America's ideology is, why he thinks HYDRA should rule. He says people are angry about dying in Galactus attacks and having to live next to alien races, but he opposes Captain Marvel's planetary defense shield because ??? He says to Iron Man that maybe people don't want to live in his flying futuristic utopia, but he's foreseeing a world with HYDRA tentacle ships hovering in the skies and that's good because ???

I would say think Justice Lords. They were pretty fascist, but it's not targeting by specific race or religion or ethnic group the way fascist groups tend to. The group they target is simply anyone who won't go along to get along, who make waves and cause troble

On a purely practical level, I seriously doubt there is any technology (or other sort of power) on earth capable of building a barrier that Galactus couldn't bring down. Consider that the Skrulls, a millions-of-years-old interstellar empire, adopted the strategy of hiding their whole galaxy from him as their starfleet and weaponry was incapable of standing up to even one of his heralds.

Does no one remember that Tony Stark was left in charge of the whole thing last Civil War and was shortly thereafter replaced with Norman bloody Osborn?

It's not the person you trust to be in charge you need to worry about, it's the NEXT person down the line who might abuse such powers... the fact that both those people are sort of embodied in one person this time is just the icing on the cake.
