The US military is famously innefficient, they pay a lot of money above market prices for a lot of ordinary items. Some of that is due to the military needing more stringent requirements for eg. perishability than the civilian market, most of it is probably just good ol' fashioned graft, but some of it is also a way to secret projects (or how much other projects actually cost) in the budget of innocous objects.

On a tangent to that, a student at my college who'd been in one of the armed forces talked about how her unit were told to get rid of things, even in wasteful ways, just destroy things in some cases, by the end of a period of time because if her unit used less than they were allotted they'd get less money for the next period because it would look like they didn't need as much funding.
