They're part of the storyline for a TV show most people don't watch. As far as people who just watch the MCU films, the Accords refer to the Avengers and the many deaths inadvertently caused by them. There have been fourteen films in the MCU and none that reference the Inhumans in *any* capacity.
It's like the 'Expanded Universe' for Star Wars -- the majority of people will just watch the films. What goes on in the novels, comics or shows are irrelevant. Heck with Star Wars they've actually bothered to synchronize the films with the shows like having a character from the cartoons show up in Rogue One in a fairly significant role. Marvel hans't even done that with any of the Inhumans.
