Alva manufactures weapons and sells them to foreign governments? Hey, that thing people say Tony Stark used to do! Only he didn't, because all Stark weaponry was sold to the US military. Which Tony stopped doing after becoming Iron Man because... shut up.

(It's more confusing in the MCU. Why was Stane selling Stark weaponry to the Ten Rings? Was it a surplus he sold at a discount?)

To kill Tony Stark, so he could take over the company.
The Ten Rings were hitmen, Stane just gave them weapons as payment, and when they realised who they'd been asked to kill, they figured they'd hold Tony hostage for more weapons.

And presumably also he was selling weapons to both sides, allowing the conflict to keep going. More conflict - more guns and bombs - more money for Stark Industries.
