I don't think the Kite Man stuff is part of Bruce's story, but then he tends to be as in-depth as a Hard Sci-Fi story, though slightly less dull than one (meaning that even if he wasn't telling the Kite Man story, Selina would still be asleep at this point).

The big name villains are getting their due whilst being subservient to either Joker or Riddler, and that seems... off.

Scarecrow might work for someone else if it gave him a chance to experiment further, but the ego on the others seems to make it unlikely they'd side with villains who they'd view as their peers, or beneath them.

I think I preferred the Infinite Crisis story where we discover that though there were two big groups of villains operating, who had all the big names lined up, neither of them had invited the Joker to join them because he was much too chaotic to be reliable. No one wanted to play with the Joker, and for very good reasons.

I would rather see the other villains just clearing out of Gotham and letting the Joker and the Riddler duke it out and they'll move back in to the rubble that remains when only one of them is still standing.

That's a way better idea. Lends more weight to the idea of Riddler and Joker terrifying the other villains, builds them up, rather than them just essentially being hired guns. I'm just saying this story could really use a lot more fleshing out. If any even could've used a label-wide crossover, it's this one

I imagine I'll always be conflicted on Cluemaster. One of my favorite JL eras is the JLI (where he's a sympathetic idiot) but Steph (the daughter he tormented so much she became a crime fighter just to spite him) is one of my favorite Bat family members.

The last few pages literally made me say "Jesus Christ, Bruce" out loud to myself. I can see why this is such a big deal for him, standing behind a child murderer, acting as his muscle
