Yeah but I imagine this all started when Chuck got hit by one too many of Bobby's snowballs and announced that he'd be in his study while mumbling something like "one of these days I'm gonna kill one of those kids".

Though the file in question is clearly Wolverine's. That file was probably started when the Prof realized his home stank of cigar smoke.

Perhaps because Warren's razor sharp wings would be the best method of removing Wolverins head (Warren has history, there was a member of the MLF he killed like that, or rather his wings did, since they can operate without his instructions if he's not careful.

IIRC it was actually recommended that Scott or Storm be the ones to kill Logan since they could do it from a distance.

Warren just completed the set necessary to unlock Wolverine's file. The whole thing with the Xavier protocols was Xavier had locked all the files away by combination locks of sets of X-men to keep any one person from being able to just access them all.

Which raises the question of what happens if one of the X-Men required to unlock someone's files also goes evil? Is there some person or combo that can access them all, just in case?

I don't think it was ever addressed if there were multiple sets that would unlock each or not. It would make sense that there would be multiple sets to unlock each but with comics you never know.

I remember the lock, and even theorised in a fanfic, that the idea of a genetic code lock was based on a term paper that Doug wrote for Charles back in the day (though without suspecting what Charles would eventually use if for).

In Wolverine's case I'd imagine the plans would have been needed even without consideration of such factors. When he joined the X-Men he was prone to snapping and going into killing frenzies.

To be fair, Batman's plans were 'incapacitate until they can be contained or saved from the mind control or whatever', not kill. Any possibly lethal parts were added later by Ra's. Xavier's were straight up 'yeah, here's how you kill any of my students' right from the beginning.

That was the post Ra's version. We don't really know what Bruce woild have done to stop J'onn, only that it would include fire nanites. Also fire is more a psychological than physical weakness, so J'onn can survive a lot more 'being set on fire' than most people (which he does), it just messes with him enough that he can't fight back.
