I think it was a splinter group of Atlanteans acting on their own. Namor didn't approve their actions, but he understood why they did it and sympathized with it. I did like this issue, though. Namor was in character, regal and arrogant as all get-out (and looking MUCH more like himself than the first "Cabal" story) and I loved the "fact that I haven't dropped a Tidal Wave in retaliation on the United States" was sobering. (Especially since he did exactly that in the forties.)

I still cannot, for the life of me, see the point of this Cabal.

None of the characters really compliment one another, and the vast majority are too knowingly dangerous, arrogant or too powerful for Norman to think he can possible control, Void or no.

A Cabal that was created with internal logic in mind, instead of 'Who's hot now!' mighta been interesting, but not this crap.

But the point is that Norman is arrogantly overreaching, assuming he can push around Namor, or Emma, or Loki, or Doom.

The only one who was really there to show they were a hot commodity is The Hood.
And maybe Emma, but of the mutant big bads, Magneto was elsewhere at that point, and Apocalypse had been written out, so there wasn't exactly an abundance of recognizable X-Men names to use.

I think there are more subtle ways to show overreach than what's tantamount to a neon sign, that makes virtually no sense internally.

The Hood is the only one Norman can possibly control, and Emma is the only one who might be willing to return Norman's 'kindness'. The rest would toss him away like a used condom, and any idiot should know that.

That's how hilariously overconfident Green Goblin is. Everyone else at the table, except for Hood, is there to use him. Not even each other, him personally, and they all know it.

I have a challenge for any of you who would care to take it:

Please explain to me why Namor did not snatch Norman up and crush his skull in this scene, or peel the armor off him and do... unpleasant things to him. Namor is certainly willing to kill, and it is decidedly unlikely that anybody in that room would stop him. Precisely -nobody- in that room respects Norman.

So why?

Namor was working with the X-men around this time. He and Emma had plans in play to take advantage of the idiots schemes. Shortly after this, their plans were done, the X-Men came out ahead, and Norman was left looking like an idiot.

At that point, Norman was still potentially useful to Namor. Namor is arrogant and has a temper, but he is not incapable of deferred gratification or diplomacy. He also had an understanding going with Doom at the time, and both felt there was use to wring out of Norman yet.

I could see Loki intervening on a whim to stir things up, but it certainly wouldn't be out of concern for or solidarity with Osborn.
