It's the classic "Evil cannot comprehend good". Which is the idea that villains can't even conceive a hero would be kind, humble and/or selfless.

It's the same logic as Luthor in Byrne's "Man of Steel", where he has a supercoputer tell him the conection between Clark Kent and Superman but, when the computer discovers Clark Kent IS Superman, Luthor concludes the computer MUST be wrong. Because he finds it absurd someone with so much power would bother to live among mortals.
