Ah, that makes more sense. Not only is Cage as Gordon an odd leap but the story beats in particular don't feel particularly Gordon- he's not being closely associated with the Batman expy, and while there have certainly been the occasional "Gordon goes after Batman," you'd hardly call his character defined by adversarial relationships with masked urban vigilantes.
